WEBVTT

00:00:57.000 --> 00:01:07.000
Oh, really? May I have a motion to approve the August 25th, 2025 Board of Directors meeting agenda?

00:01:07.000 --> 00:01:12.000
So, move, Josh Sizek? Second. Jennifer Renz? Is there any discussion?

00:01:12.000 --> 00:01:16.000
This is a standard voice vote. All those in favor, please say aye. Aye.

00:01:16.000 --> 00:01:25.000
Any opposed, no. Our agenda for this evening is approved.

00:01:25.000 --> 00:01:30.000
I would like to announce that the board.

00:01:30.000 --> 00:01:43.000
Give me a second, Mrs. Schmidt.

00:01:43.000 --> 00:01:48.000
I would like to announce that the board met in executive session this evening. Prior to this meeting.

00:01:48.000 --> 00:01:53.000
To discuss matters of personnel, or to consult with an attorney or other professional advisor.

00:01:53.000 --> 00:01:59.000
We will now begin our first public comment period, which is an opportunity for residents or taxpayers.

00:01:59.000 --> 00:02:04.000
Attended either in person or virtually to address the board on matters related to the agenda.

00:02:04.000 --> 00:02:10.000
If you wish to speak on matters not related to the agenda, an additional public comment period will be provided later in the evening.

00:02:10.000 --> 00:02:18.000
Each speaker is permitted up to 5 minutes of speaking time during each of the public comment periods in order to provide other residents with an opportunity to speak.

00:02:18.000 --> 00:02:29.000
I'll ask Board Treasurer Dr. Mccarver to please keep time. When necessary, the board may set a maximum time for public comment. As a reminder, all public comments are part of this evening's public record and minutes.

00:02:29.000 --> 00:02:34.000
For in-person participants, please be sure to complete a registration form located on the sign-in table.

00:02:34.000 --> 00:02:39.000
And submit to this board secretary, Mrs. Agee. When your name is announced, please come to the microphone.

00:02:39.000 --> 00:02:43.000
If you're participating online and wish to speak, please raise your virtual hand to speak.

00:02:43.000 --> 00:02:48.000
You must have registered individually with your full name and address in order to be recognized.

00:02:48.000 --> 00:02:53.000
For all speakers, it is only necessary once recognized that you identify yourself by providing your full name.

00:02:53.000 --> 00:02:58.000
Mrs. Agee, are there any residents or taxpayers who have registered to comment? Not at this time.

00:02:58.000 --> 00:03:07.000
Thank you. Mr. Ayala, is there anyone online wishing to comment virtually on agenda items?

00:03:07.000 --> 00:03:13.000
There are no virtual hands raised at this time. Okay, thank you. Um.

00:03:13.000 --> 00:03:18.000
Then I will close this first public comment period on agenda items.

00:03:18.000 --> 00:03:27.000
In just a moment on the screen, the listed items will be on the anticipated September 8th, 2025 Board of Directors meeting agenda.

00:03:27.000 --> 00:03:33.000
Thank you, Ms. Harmer. There is no unfinished business this evening, so we'll move on to consent agenda items.

00:03:33.000 --> 00:03:40.000
The consent agenda contains routinely adopted items and items which normally do not require public deliberation on part of the board.

00:03:40.000 --> 00:03:44.000
A board member may pull items which will then be discussed and voted on separately.

00:03:44.000 --> 00:03:48.000
May I please have a motion to approve the consent agenda items as they are listed?

00:03:48.000 --> 00:03:53.000
So, move, Josh Sidic? Second, Jennifer Renz? Is there any discussion?

00:03:53.000 --> 00:03:57.000
This is a standard voice vote. All those in favor say aye. Aye. Any opposed, no.

00:03:57.000 --> 00:04:03.000
The consent agenda for this evening is approved. Moving on to new business.

00:04:03.000 --> 00:04:10.000
Um, our first item of new business is the contract for our business manager.

00:04:10.000 --> 00:04:16.000
The Human Resources Committee recommends that the Board appoint Mrs. Jody Dermo to the position of business manager for Dairy Township School District.

00:04:16.000 --> 00:04:28.000
And the contract, effective October 13th, 2025. Through June 30th, 2028.

00:04:28.000 --> 00:04:36.000
I apologize, I'm just confirming… do you have the… I think that's the wrong date.

00:04:36.000 --> 00:04:46.000
October. October 13, 2025 through October. 13th, yeah, sorry, the script is wrong.

00:04:46.000 --> 00:04:50.000
October… let me redo this motion, just so it's correct for the record.

00:04:50.000 --> 00:04:57.000
The Human Resources Committee recommends the Board appoint Mrs. Jody Dermo to the position of business manager.

00:04:57.000 --> 00:05:05.000
For Derry Township School District, and the contract effective October 13th, 2025 through October 13th, 2028.

00:05:05.000 --> 00:05:11.000
May I please have a motion to approve the business manager's contract? So moved, Jessica. Second, Jennifer Renz.

00:05:11.000 --> 00:05:16.000
Is there any discussion? Mrs. Agee, this is a roll call vote, please.

00:05:16.000 --> 00:05:22.000
Yes. Ms. Drew? Yes.

00:05:22.000 --> 00:05:27.000
Mr. Harana? Yes. Dr. Mccarver? Yes. Mrs. Renz? Yes.

00:05:27.000 --> 00:05:34.000
Mr. Rosell? Yes. Ms. Romberger? Yes. Mrs. Royo? Yes. Mrs. Schmidt?

00:05:34.000 --> 00:05:38.000
Yes, 9 approved. Thank you.

00:05:38.000 --> 00:05:48.000
Our next item of new business is a motion to approve confidential resolution approving the issuance of a statement of charges against a professional employee.

00:05:48.000 --> 00:05:51.000
May I please have a motion? So moved. Should I sit?

00:05:51.000 --> 00:05:59.000
Second, Jennifer Renz. Is there any discussion? This is going to be a roll call vote as well, please, Mrs. Eiji?

00:05:59.000 --> 00:06:09.000
It's true. Yes. Mr. Harana? Yes. Dr. Mccarver? Yes. Mrs. Renz? Yes. Mr. Rizzo? Yes. Ms. Romberger? Yes.

00:06:09.000 --> 00:06:16.000
Mrs. Arroyo? Yes. Mrs. Schmidt? Yes. Dr. Sesek? Yes. 9 approved. Thank you, Ms. Zigi.

00:06:16.000 --> 00:06:21.000
Our next date of new business is personnel resignations. Dr. Winslow?

00:06:21.000 --> 00:06:29.000
The administration recommends the approval of the personnel resignations. Thank you, may I please have a motion to approve personnel resignations? So moved, Mr. Sizek?

00:06:29.000 --> 00:06:39.000
Second, Jennifer Renz. Is there any discussion? Yes, this is Mike Rizzo. I just wanted to thank Ms. Pitts for all the work that she's done, um, along with, uh, Mrs. Bell getting the.

00:06:39.000 --> 00:06:51.000
Business office back in… back in order, um, and kind of… I wouldn't say out of the red, but… just in a path that has put us in a good position for the years to come, so…

00:06:51.000 --> 00:06:54.000
There's a lot of hard work that went into that, a lot of discussions.

00:06:54.000 --> 00:07:00.000
Um, that we had, so I just wanted to say thank you, and good luck in the future.

00:07:00.000 --> 00:07:04.000
I'd also like to just echo thanks, um, thank you, Mr. Rizzo, for.

00:07:04.000 --> 00:07:18.000
Um, for your comments. Thank you, Mrs. Pitts. Um, and appreciate the work that you've done to get the business office back to where it is. And congratulations on your second retirement.

00:07:18.000 --> 00:07:24.000
Is there any other discussion? Hearing none, all those… this is a standard voice vote. All those in favor say aye. Aye.

00:07:24.000 --> 00:07:37.000
Any opposed, no. Personnel resignations is approved. Personnel General Dr. Renzo? The administration recommends the approval of the listed personnel and recognition of any listed transfers.

00:07:37.000 --> 00:07:42.000
Thank you, may I please have a motion to approve the listed personnel in recognition of any listed transfers?

00:07:42.000 --> 00:07:48.000
So moved, Mr. Second, Jennifer Renz. Is there any discussion?

00:07:48.000 --> 00:07:54.000
This is a standard voice vote. All those in favor say aye. Aye. Any opposed, no.

00:07:54.000 --> 00:07:58.000
Item is approved. That concludes our new business for this evening.

00:07:58.000 --> 00:08:04.000
There are no delegate reports, so we'll move on to special reports. Are there any board members who would like to give a report?

00:08:04.000 --> 00:08:13.000
Excuse me, um, Mr. O, I don't have a board member report, but I noticed in the agenda that we skipped over the committee reports.

00:08:13.000 --> 00:08:17.000
It's not on the agenda, so actually we didn't skip it. Oops.

00:08:17.000 --> 00:08:23.000
That is correct.

00:08:23.000 --> 00:08:39.000
Thank you for pointing that out, Ms. Turnover. Um, if I would just… could ask the committee chairs to give a board member… a committee report during a board member report. So, um, General Services and Finance met tonight, so we'll start with Mrs. Renz for General Services. Thank you, Mr. Row.

00:08:39.000 --> 00:08:45.000
Tonight at Gen Services, um, we received a project update from our architect on the elementary school project.

00:08:45.000 --> 00:08:55.000
Um, we saw some early iterations of common areas. Um, we also were, um, kept up to date on the stormwater feasibility study results.

00:08:55.000 --> 00:09:08.000
Um, we've decided to go with spray irrigation to solve, um, our water issues. It's the most… convenient one for us to use, because we already have irrigation in place, and it is the most cost-effective way.

00:09:08.000 --> 00:09:16.000
To manage the stormwater. We received an update on summer projects from John Friedi from Buildings and Grounds.

00:09:16.000 --> 00:09:26.000
They were quite busy this summer, and we also found out that the dairy, or sorry, excuse me, the Dolphin County Conservation District will be closing the permit on the stormwater.

00:09:26.000 --> 00:09:31.000
Basin tomorrow. That's great news. Um, we had a bleacher presentation.

00:09:31.000 --> 00:09:38.000
Um, for the stadium, and, um, we will be revisiting the options at next month's meeting.

00:09:38.000 --> 00:09:45.000
And, um… That's everything. It was a very, um, full meeting. I recommend listening to it.

00:09:45.000 --> 00:09:52.000
Um, online, because there are many details, and I don't want to get them wrong, so you should go to the source if you would like to hear them.

00:09:52.000 --> 00:09:58.000
The next meeting will be on September 22nd, and we will be advertising for that because it wasn't initially on the schedule.

00:09:58.000 --> 00:10:01.000
That was all I have, thank you. Thank you, Mrs. Renz.

00:10:01.000 --> 00:10:13.000
Uh, finance also met today. Dr. Mccarver, do you have an update for us, please? Yes, the Finance Committee met today. First, we had a presentation by Kyle Ireland from Fulton Bank, who reviewed the results of our Hershey Trust.

00:10:13.000 --> 00:10:23.000
For the quarter ending June 30th, 2025. Our fund balance is approximately $57 million, and the returns have been comparable to industry standards.

00:10:23.000 --> 00:10:31.000
We reviewed the July financial report. We now have balance sheets for all of our funds. Unfortunately, because the state has not passed their budget.

00:10:31.000 --> 00:10:38.000
All of our funds so far have been local revenues. However, since the district has a healthy fund balance.

00:10:38.000 --> 00:10:45.000
And we received much of our revenue in the first quarter through real estate taxes, which were about $4.6 million.

00:10:45.000 --> 00:10:51.000
The district is not currently significantly impacted by the lack of a Commonwealth budget.

00:10:51.000 --> 00:11:01.000
We are reviewing the 24-25 financial results in preparation for the audit. The audit should start, uh, later this month.

00:11:01.000 --> 00:11:05.000
There's a lot of work that has been done and will be done.

00:11:05.000 --> 00:11:18.000
Of note, with the inclusion of about a million dollar transfer from our budget to the capital reserve, we were currently going to be running about a $1.89 million deficit.

00:11:18.000 --> 00:11:32.000
Compared to what we budgeted, which is about $705,000. There are several reasons. The most… prominent one being about $450,000 that we were over budget this year.

00:11:32.000 --> 00:11:37.000
For cyber academy. We have two means that we're trying to address this. One, we're going to increase the.

00:11:37.000 --> 00:11:46.000
Allocation for next year. But also, we are continuing to implement the Trojan Academy, which will hopefully reduce the number of.

00:11:46.000 --> 00:12:01.000
Students who are using the Cyber Academies. Um, and then for a more detailed information, because there was a lot of information that was discussed during this meeting, please see the audio recordings that are online.

00:12:01.000 --> 00:12:08.000
Thank you, Dr. Mccarver. Are there any other board members who'd like to give a report?

00:12:08.000 --> 00:12:15.000
Dr. Winslide, do you have a superintendent's report? I do just a brief one. Um, today was our first day back with students.

00:12:15.000 --> 00:12:26.000
And that's always just… So fun and exciting, and… Great to see the kids come in. It was also kindergarten kickoff, where our kindergarten students came in, and.

00:12:26.000 --> 00:12:33.000
Um, got to see their classrooms, and got to go on a bus, and… Many of us took turns going over and helping with that, and that's.

00:12:33.000 --> 00:12:39.000
Just amazing. Um, they're so cute. And they will start their first full day tomorrow.

00:12:39.000 --> 00:12:43.000
And we are very excited to have the school year up and running.

00:12:43.000 --> 00:12:50.000
So, thank you to everyone for all their support and patience while we… work through all the kinks over the summer, and then launch everything.

00:12:50.000 --> 00:13:01.000
Right now. It's great. That's why we're here. Thank you. Thanks, Dr. Wenzo. Um, Board President's Report, I just want to say welcome back to all of the students.

00:13:01.000 --> 00:13:06.000
Um, thank you in advance to the staff who, um, have been back now for.

00:13:06.000 --> 00:13:14.000
Uh, over a week, some two weeks, some all summer. Um… But, you know, today's really the big day of when our most.

00:13:14.000 --> 00:13:24.000
Treasure prize. Valuables in our life are in their hands, and so it's not something I ever take lightly to want to stop and recognize.

00:13:24.000 --> 00:13:30.000
Um, our teachers, uh, because especially… our teachers, our aides, our bus drivers.

00:13:30.000 --> 00:13:37.000
Our custodians, um. Especially this first week, because the transition can usually be really difficult.

00:13:37.000 --> 00:13:42.000
From summer back, you know, into the schedule. I know it's always a little rocky.

00:13:42.000 --> 00:13:47.000
Figuring it out again in my own home. Um, so thank you in advance to all of them.

00:13:47.000 --> 00:13:53.000
Because it doesn't go unnoticed when our kids come home and are excited to share information.

00:13:53.000 --> 00:14:02.000
And also, there was recently a… Um, I want to give a special shout out to the high school, because I saw an article that, uh…

00:14:02.000 --> 00:14:07.000
Hershey High School was ranked number one in the central Pennsylvania region.

00:14:07.000 --> 00:14:15.000
Uh, for the best high school. There's no one even… remotely close to us within a very large radius around, um, and that…

00:14:15.000 --> 00:14:22.000
By the, um, the rankings. And I apologize, the, uh… the actual…

00:14:22.000 --> 00:14:30.000
Group that U.S. U.s. News & World Report, um… we were, of all of the high schools in the country.

00:14:30.000 --> 00:14:39.000
We're 652. And when you count… how many high schools there are, just, you know, in Pennsylvania alone.

00:14:39.000 --> 00:14:47.000
I think that's a pretty great spot to be in. And it's a great testament to, um, our administration and the district as a whole, and the teachers.

00:14:47.000 --> 00:14:56.000
And every single employee of the high school. Um, and district, and all of our kids as well, so thank you to all of them, and.

00:14:56.000 --> 00:15:01.000
May 25-26 school year be the best yet for all of us.

00:15:01.000 --> 00:15:09.000
So, concluding that report, um, we'll move into our final recognition of citizens and public comment period for the evening.

00:15:09.000 --> 00:15:14.000
This is an opportunity for residents and taxpayers to address the board on matters related to the agenda.

00:15:14.000 --> 00:15:21.000
Or matters of district governance that were not on the agenda. We will follow the same guidelines outlined at the initial public comment portion of our meeting.

00:15:21.000 --> 00:15:29.000
I'll ask Board Treasurer Dr. Mccarver to please keep time. Mrs. Agee, are there any residents or taxpayers who have registered to comment?

00:15:29.000 --> 00:15:34.000
We have Richard Gamble here. Good evening, Mr. Gamble. Please come on up to the microphone.

00:15:34.000 --> 00:15:41.000
Excuse me. Thank you. Lived in this community for 77 years.

00:15:41.000 --> 00:15:46.000
Unless a few years serving in the government. But what I'm coming here tonight about.

00:15:46.000 --> 00:15:50.000
Is, I don't know if you've been following the Dairy Township Supervisors meetings.

00:15:50.000 --> 00:15:58.000
But myself and Luke Pailetti. Have been taking a look at the reimbursement from the amusement tax we receive.

00:15:58.000 --> 00:16:04.000
Here at our school, our township. Uh, just a little history.

00:16:04.000 --> 00:16:12.000
I mean, it was a 15-year deal. 75 cents on any ticket sold, whether it be $10 or $500.

00:16:12.000 --> 00:16:19.000
Uh, who did a study. On the last concert that was 30,000 tickets sold.

00:16:19.000 --> 00:16:28.000
Uh, we received $27,000. That could have been $270,000.

00:16:28.000 --> 00:16:33.000
Pennsylvania in 19… I think 98 or 99.

00:16:33.000 --> 00:16:43.000
Were discussing the amusement tax as far as reimbursement. Uh, this is when the contract was signed for a 50-year deal at 75 cents.

00:16:43.000 --> 00:16:48.000
That was later overturned in 2008. It went from 75 cents.

00:16:48.000 --> 00:16:55.000
To 85 cents. Hershey increased the price of your tickets by 10 cents.

00:16:55.000 --> 00:17:05.000
I'm sorry, increased your price of tickets by 13 cents. We only got 10 cents, and they generated another $30,000 in that move.

00:17:05.000 --> 00:17:09.000
So, right now, it takes 3 people, or 3 groups, to meet.

00:17:09.000 --> 00:17:17.000
The school board, township, and of course. Her code. Have you or anybody discussed.

00:17:17.000 --> 00:17:23.000
Moving forward with reimbursement, because with the… financial report, the budget.

00:17:23.000 --> 00:17:29.000
Uh, sure, we're not going to get everything we wanted. Whether it'll be state or even federal.

00:17:29.000 --> 00:17:38.000
So I think we've got to start looking now. To preserve our fine school we have, but it's going to take tax dollars to do it.

00:17:38.000 --> 00:17:44.000
And I don't understand why. Other entities in the community have to pay the full 10%.

00:17:44.000 --> 00:17:51.000
When Herko pays, on the average ticket point. 8-5%, not even 1%.

00:17:51.000 --> 00:17:57.000
I mean, start out easy. Let's go 5%. At 270, you know.

00:17:57.000 --> 00:18:03.000
$1,000 could be $135. We got that… that particular event.

00:18:03.000 --> 00:18:10.000
That would look good to keep our schools moving forward and upward, and not put the burden on the community and the residents.

00:18:10.000 --> 00:18:17.000
Particularly, our senior citizens. In this community are the main taxpayers right now.

00:18:17.000 --> 00:18:23.000
Younger people are moving out. Most of the homes that you see that were for sale are now Airbnb.

00:18:23.000 --> 00:18:29.000
So, we gotta do something, and I think it's now… we get the board with the township.

00:18:29.000 --> 00:18:35.000
To call for a meeting and move forward on this. Like I say, this is tax dollars that we are losing.

00:18:35.000 --> 00:18:44.000
Every day. Thank you. Thanks, Mr. Gamble. While we cannot answer questions or have the direct dialogue back and forth.

00:18:44.000 --> 00:18:50.000
Um, I will say and assure you that we're always looking at all of those things, and would be happy to answer any questions.

00:18:50.000 --> 00:18:57.000
In a follow-up for you. Is there anyone else, Mrs. Agee?

00:18:57.000 --> 00:19:02.000
Yes, we have Gene Stope.

00:19:02.000 --> 00:19:20.000
Uh, thank you very much. I'm not from your township. I was actually going to say that, Mr. Stove, but I don't believe you're a resident of Jerry Township, are you? No, I'm not. No, I'm not. Are you a taxpayer in Jerry Township of any kind? Unfortunately, we're not able to welcome you at our, um, public comment period, because it is for residents and taxpayers only.

00:19:20.000 --> 00:19:25.000
Um, but would be happy to answer any questions or have a conversation once our business meeting concludes.

00:19:25.000 --> 00:19:29.000
Could I ask you who your right-to-know officer is? Could I ask that?

00:19:29.000 --> 00:19:44.000
Sure, a Right to Know Officer is Dr. Jesse Rawls, Jr, um, and I, at the conclusion of the meeting, we'd be happy to get you the information. Thank you very much. You're welcome.

00:19:44.000 --> 00:19:55.000
There's no one else in the audience. Um, Mr. Ayala, is there anyone online raising their hand to participate?

00:19:55.000 --> 00:20:02.000
At this time, there are no virtual hands raised. Okay, thank you. Is there anything else for the good of the order?

00:20:02.000 --> 00:20:09.000
All right, our next public board of directors meeting will be held on Monday, September 8th, 2025, beginning at 7pm.

00:20:09.000 --> 00:20:15.000
Please refer to the district website to register for virtual attendance. May I please have a motion to adjourn this meeting?

00:20:15.000 --> 00:20:19.000
So moved, Jess Isik. Second. Jennifer Renz? All in favor say aye. Aye.

00:20:19.000 --> 00:20:22.000
Any opposed? No. This meeting is adjourned at 726 PM.

00:20:22.000 --> 00:20:29.000
Have a great
