This year we have an opportunity with. We look at like high mark IGMI g where there's a potential for $211,000 cost savings.

The growing consensus and recommendation among educators and medical professionals advocates more for restrictive for more restrictive policies in schools and some of the statistics used in making this case are staggering.

Revising policy is not something to be taken lightly and this is being brought forward today following extensive research and preparation for it.

So these revisions provide directive by the board to eliminate personal electronic mobile device use during the school day districtwide.

Though the board has not received feedback directly regarding this policy prior to the meeting, there has been conversation within the community raising some concerns.

1st of all, my memo to the board does include a reference to the yonder pouches, which has proven to be a successful and effective tool for ensuring compliance with minimal classroom disruption in other districts who have already implemented that change.

And with proposed legislation before coming before the Pennsylvania Senate, which would require these pouches. The policy revision does not mandate directive for the use of them.

Additionally, the district has not looked into any financial quote on the cost. However, districts with high school size comparable to ours have reported an investment cost of $25,000, making this a relatively economic option.

I've also heard concerns about safety and parents wanting their child to have access to their mobile device in the event of an emergency, whether to contact law enforcement themselves or contact their parents.

As the parent of a teenager myself, I completely understand that concern. However, the National School Safety and Security Services has actually reported that cell phone use in schools can negatively impact school safety.

Including but not limited to distracting attention of students during an emergency and impeding on public safety response by accelerating parental and community arrival at the CM of an emergency as well as interfering with phone transmission.

As a school board, we are not here to take the place of parents nor do we try. But our priority must be protecting the academic experience and ensure that students are as well as equipped as possible physically and mentally.

While they are in our care during the school day. This is not intended to be a punitive change for students, but rather strives to provide the students in our school community a chance to disconnect from cell phone and social media use during the hours they are with us each week.

Making sure that stays as an important, break for all of our students. And then in the middle school, and I think we, had this discussion early on in the year, the cocoa classes, instead of just having that for part of the year, they're continuing that for the whole year.

And I just sometimes think. Administrators and other parents they just It is don't understand how it works from our perspective.

And then I have another kid who's more diverse and you know has a different experience and I don't want to point blame or you know say anything negative but the bottom line is he just has not done well here and I think a lot of that is due to his narrative.

And like coming here and pandemic was really tough then. The and so that's just kinda why I keep showing up here.

And I know the special education, maybe sometimes people think that's like Down syndrome, cerebral palsy.

That's maybe what comes to people's mind, but it's really a very large. How many kids are under it and a lot of them have invisible disabilities that you don't recognize.

And I know statewide. 15.9% of kids receive in Pennsylvania receive special education services.

Our district, the most recent number I know is about 9%. I think I heard Dr.

Sissy say the capital area was like 26%. Like so that's a lot of our kids that are receiving the special education services so affects a lot of people.

And there's 2 parts that get you the special education services. One part is you have to have a disability, like there's a list of things.

You have to have this thing. So you have to be evaluated and you have that thing. And the other thing is it has to have an impact on your education.

So like trying to parent my kid, I have to read a lot about autism, try to figure out things and, you know, I'll read things like, well, autistic people think like this and autistic people.

I'm like, wait a minute. Like everybody doesn't think like that, so. Like, you know, maybe some psychologist would put me on autism spectrum for sure.

But you know, it didn't interfere with my education, cause I do very well in school.

So I wonder why like why it's up to 26%. Like that's a really large number.

I know anecdotally like was really hard for both of my kids but the neurotypical kid has been able to bounce back and you know resilient but the neurodiverse kid You know, he's never really recovered from being in the pandemic and all the crazy uncertainty that that happened.

So what does that mean for like our little toddlers? They used to be, you know, 3 years old sometimes they would get like up to 40 HA week a 1 to one person working with them like called applied behavior analysis is one So that doesn't exist anymore.
