Regular Meeting Poland Board of Education held November 26, 2018 The regular meeting of the Poland Board of Education was held on Monday, November 26, 2018 at 6:00 p.m. at the Poland Township Hall. President, Mrs. Zedaker called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Approval of Minutes – Resolution #2018-254 Mr. Lavorini moved and Dr. Dinopoulos seconded with all members voting aye to approve the minutes of: Regular Board Meeting of October 22, 2018 Approval of FY19 Amended Appropriations – Resolution #2018-255 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members voting aye to approve the FY19 amended appropriations and submit for certification to the Mahoning County Budget Commission for all funds totaling $22,599,422.08 Acceptance of Treasurer’s Report – Resolution #2018-256 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members voting aye to accept for audit the finance report for October 2018 as submitted by the Treasurer. Approval of FMLA - Resolution #2018-261 Dr. Dinopoulos moved and Mr. Shovlin seconded with all members voting aye to approve Stephane Edgerly, FMLA leave tentatively as of Monday, March 11, 2019 ending on Thursday, May 30, 2019 according to PEA Contract Article 4.91. Acceptance of Classified Resignations – Resolution #2018-262 Mr. Lavorini moved and Dr. Dinopoulos seconded with all members voting aye to accept the following resignations of classified personnel:  Melanie Riccelli – Monitor at Poland Middle School effective November 15, 2018 Acceptance of Classified Substitute Resignations – Resolution #2018-263 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members voting aye to accept the following resignations of classified substitute personnel:  Jaden Karr – Substitute Bus Aide, Custodial/Porter and Monitor Approval to Issue and Set Limit of Blanket Purchase Orders – Resolution #2018-264 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members voting aye to approve the Treasurer to issue “blanket” purchase orders (certificates) for a sum not exceeding $50,000 against any specific line item account over a period of time, not to extend beyond the end of the fiscal year in which it is issued. This resolution supersedes any and all prior resolutions regarding blanket certificate amounts. Authorization to Delay or Close School – Resolution #2018-265 Mr. Riddle moved and Mr. Shovlin seconded with all members voting aye to authorize the Superintendent to delay or close schools on an emergency basis due to hazardous winter weather conditions and/or heating-utility failure. The Superintendent shall notify the staff and public through the “automated call system” and the following media stations, websites:  TV Channels: 21, 27, 33, and 62  Radio stations: 570 AM-WKBN, 1390 AM-WNIO, 93.3 WNCD, 95.9 FM-WAKZ (KISS), 98.9 FM-WMXY, 106.1 FM-WBBG, 101 FM-HOT, and Y103 FM.  http://www.poland.k12.oh.us/ or WKBN.com or WYFX.com or Polandbulldogs.com  Automated notification by computer via telephone will continue for all parents and all employees. Approval of First Reading Amendment to Board Policy 5114 – Resolution #2018-266 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members voting aye to approve the amendment to Board Policy 5114, “Foreign Exchange Students”, as presented for the first reading. The second reading will take place during the next regular scheduled meeting of the Board of Education. Approval of Final Reading Board Policy 6605 – Resolution #2018-267 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members voting aye to approve the second and final reading of the Board of Education Policy updates as submitted. Policy 6605, “Crowdfunding”. The policy updates were completed using the services of NEOLA and will be available online. Approval of Poland Education Association Contract – Resolution #2018-268 Mr. Lavorini moved and Dr. Dinopoulos seconded with all members voting aye to approve the Tentative Agreement reached on November 1, 2018 between the Poland Education Association – (PEA) certificated personnel and the Poland Board of Education. This contract is effective from September 1, 2018 through August 31, 2021. Recall – Classified Employee from Reduction in Force (RIF) List – Resolution #2018-269 Dr. Dinopoulos moved and Mr. Riddle seconded with all members voting aye to recall Sandra Albrecht from classified RIF list to be re-employed as a monitor for 3 hours per day at Poland Middle School effective November 15, 2018. Approval of Volunteer Coaches for 2018-2019 Athletic Seasons – Resolution #2018-270 Mr. Lavorini moved and Mr. Riddle seconded with all members voting aye to approve the following volunteer coaching positions for the 2018-2019 athletic seasons. Wrestling Volunteer Coach Anthony Morucci – Assistant Middle School Coach Kenneth Jameson – Assistant High School Coach Boys Basketball Volunteer Coach Nico Fatimus – Varsity Basketball Coach Approval of Youngstown State University Services – Resolution #2018-271 Dr. Dinopoulos moved and Mr. Riddle seconded with all members voting aye to approve the agreement with Youngstown State University through the GAI Program (Graduate Assistance Internship) to provide counseling and related services to the students of Poland School District effective November 19, 2018 through May 31, 2019. Approval of Overnight Field Trip – Resolution #2018-272 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members voting aye to approve an overnight field trip for the Poland Seminary High School Art/Fine Art students for the 2018- 2019 school year. Dates are Saturday, April 13, 2019 returning Monday, April 15, 2019. Cost per participant is approximately $425.00 per student. The cost of the trip will be paid by students. Informational Items Megan Roemer - The Nutrition Group Reports/Presentations Foundation – Mrs. Zedaker explained mini grant applications are being submitted and approved and more information will follow. Legislation – Mr. Riddle explained there are seven (7) session dates at the Ohio Statehouse. The Mahoning County Board of Elections are certifying the November ballot issues on November 27, 2018.
