5/21/ 2018 2386 Regular Meeting Poland Board of Education held May 21, 2018 The regular meeting of the Poland Board of Education was held on Monday, May 21, 2018 at 6:00 p.m. at the Poland Township Hall. The following PSHS art students spent the day on Friday, May 18th, at the Mahoning County Dog Warden painting a mural. The mural was designed by Junior Chelsea Kilgore. These one-time provisions are applicable for June 1, 2018 through August 1, 2018 and shall not be used to establish past practice or precedent. Employees who have already retired/resigned or have been approved to retire/resign are not eligible for these provisions. 1. Eligibility – A bargaining unit member, hired prior to August 1, 2004, who has completed at least fourteen (14) continuous years bargaining unit experience in the district. 2. Notice of Departure for Resignation – A bargaining unit member who wishes to resign and receive this incentive must submit an irrevocable resignation notice to the Superintendent by May 15, 2018, reflecting an effective date on or before August 1, 2018. 3. Notice of Departure for Retirement – A bargaining unit member who is currently eligible to retire under SERS must submit an irrevocable retirement notice to the Superintendent by May 15, 2018, reflecting an effective date on or before August 1, 2018 to receive this incentive. 4. Incentive Calculation/Payment – Upon retirement/resignation from Poland Local Schools, the Board shall pay the eligible bargaining unit member a lump sum payment based on the following scale:  10 or more bargaining unit members - $10,000 (if receiving health care benefits/$5,000 otherwise)  7 or more bargaining unit members - $7,500 (if receiving health care benefits/$3,750 otherwise)  5 or more bargaining unit members - $5,000 (if receiving health care benefits/$2,500 otherwise)  Less than 5 bargaining unit members - $3,000 The payment shall be made no later than the second pay period in the month following the effective date of the resignation/retirement. 5. Severance Pay – The terms of this Retirement Incentive Plan are not intended to impact a participant’s rights under Article 12.5 of the OAPSE Master Agreement with respect to severance pay. Severance pay will be calculated and paid in accordance with Article 12.5 to eligible bargaining unit members. However, employees who are not eligible for retirement at the time of the effective date of the resignation are not eligible for severance payment at a later date. 6. Substitute Work/Return to Work – Resigning or retiring under this agreement does not affect the ability of the employee to return to work as a substitute employee for the district. Additionally, should positions open in the future, an employee who has departed under this agreement may, at the sole discretion of the Board, be considered for employment under the terms and conditions of the negotiated agreement in effect as a new employee of the district. 5/21/2018 2390 Approval of Certified Resignations/Retirements – Resolution #2018-101 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members voting aye that the Board approve the following certified resignations/retirements. Approval of Speech and Debate Overnight Trip – Resolution #2018-117 Dr. Dinopoulos moved and Mr. Riddle seconded with all members voting aye to approve an overnight field trip for the Poland Speech and Debate team for the 2018 High School National Tournament at the Greater Fort Lauderdale/Broward County Convention Center in downtown Fort Lauderdale, Florida. Dates are Saturday, June 16, 2018 returning Saturday, June 23, 2018. Cost per participant is $600.00 per student. Itinerary and list of chaperones are attached. The cost of the trip will be paid out of the team account through funding and fundraising. Any additional funds needed will be paid for by the student’s personally. Dates are Friday, April 12, 2019 returning Sunday, April 14, 2019. Cost per participant is approximately $700.00 per student. The cost of the trip will be paid through family assistance and fundraising. Approval of PMS Annual 8th Grade Washington DC Trip – Resolution #2018-119 Mr. Lavorini moved and Mr. Riddle seconded with all members voting aye to approve the Poland Middle Schools request for the Annual 8th grade field trip to Washington, DC on May 15, 16, and May 17, 2019. The second reading will take place during the next regular meeting of the Board of Education. Policy 7450 – Property Inventory (Revised) Policy 7455 - Accounting System for Fixed Assets (New) At 8:05, Mr. Shovlin asked to be excused from the regular session. Informational Items  Superintendent Janofa commented on the increased instructional times for McKinley Elementary and Poland Middle School for the 2018-2019 school year. He also discussed the exciting new course offerings being made available at Poland Middle School beginning the 18/19 school year. Informational packets will be sent home to parents.  Mr. Lavorini commented the Strategic Plan Draft is currently being completed. Adoption of the plan will be in the next couple of months. Reports/Presentations Foundation – Mrs. Zedaker reported a raffling, which is currently taking place for a 2- year lease on a new Equinox. The winner will be selected at Celebrate Poland this summer. Ticket information is available on the website. Legislation – Mr. Riddle reported on May 22, 2018 the Ohio House will be voting on HB200 which is a voucher bill regarding a new funding approach. At 8:13 p.m., Mr. Lavorini moved and Dr. Dinopoulos seconded with Mr. Riddle and Mrs. Zedaker voting aye to enter into Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official. Mr. Shovlin had requested to be excused earlier.
