Regular Meeting Poland Board of Education held February 26, 2018 The regular meeting of the Poland Board of Education was held on Monday, February 26, 2018 at 6:00 p.m. at the Poland Township Hall. Presentation of School Safety Ken Ekis – Operations Director Officer Steve Kent – District SRO Public Comment Acceptance of Donations – Resolution #2018-39 Mr. Shovlin moved and Mr. Lavorini seconded with all members present voting aye to accept a donation of $500.00 to Poland Athletics from Poland All Sports Booster Club. Approval of Request to Transfer Bond Fund Balance from County Budget Commission – Resolution #2018-40 Dr. Dinopoulos moved and Mr. Lavorini seconded to approve the following resolution requesting the County Budget Commission to approve the transfer of certain money in the school district's Bond Retirement Fund to a specific Permanent Improvement Fund pursuant to Ohio Revised Code Section 5705.14(C)(2). WHEREAS, (a) at an election held on May 2, 1995, the electors of this School District approved the issuance of bonds in the aggregate principal amount of $2,500,000, and the School District subsequently issued its School Improvement Bonds, Series 1995 (the “Series 1995 Bonds”), pursuant to that authority, (b) at an election held on May 6, 1997, the electors of this School District approved the issuance of bonds in the aggregate principal amount of $3,500,000, and the School District subsequently issued its School Improvement Bonds, Series 1997 (the “Series 1997 Bonds”), pursuant to that authority, (c) the School District then issued its $3,885,000 School Improvement Refunding Bonds, Series 2005 (the “Series 2005 Bonds”), for the purpose of refunding certain of the then-outstanding Series 1995 Bonds and Series 1997 Bonds, (d) as a result of the exercise by this Board of its right to optionally redeem certain Series 2005 Bonds prior to their stated redemption, all of the then-outstanding Series 2005 Bonds were called, redeemed and defeased on December 1, 2017, and (e) there are no other voter-approved securities currently outstanding; and WHEREAS, (a) this Board had levied property taxes specifically for the purpose of paying debt charges on the aforesaid bonds, (b) the Bond Retirement Fund of this School District currently has a balance of $ 115,930.76 (the “Current Excess Balance”) representing such property tax collections that cannot now be applied to the payment of debt charges on voter-approved debt because all such debt has been retired, and (c) although there are no property taxes being levied by the Board in the current calendar year for such debt charges, it is possible that the payment of delinquent property taxes might result in incremental Bond Retirement Fund receipts (together with the Current Excess Balance, the “Excess Balance”); and WHEREAS, Section 5705.14(C)(2) of the Revised Code permits a school district to seek the approval of a county budget commission to transfer money from a bond retirement fund to a “specific permanent improvement fund” when the commission determines that “the money transferred will not be required to meet the obligations payable from the . . . bond retirement fund”; and WHEREAS, given that the conditions of Section 5705.14(C) of the Revised Code have been met, and given the permanent improvement needs of this School District, this Board wishes to request such a transfer; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Poland Local School District, County of Mahoning, State of Ohio, that, pursuant to Section 5705.14(C)(2) of the Revised Code, this Board respectfully requests approval from the Mahoning County Budget Commission to transfer the Excess Balance in the Bond Retirement Fund to a special permanent improvement fund. The Treasurer of this Board is hereby directed to certify a copy of this resolution and any necessary supporting documentation to the Budget Commission and to take any and all other actions necessary to effectuate the transfer of funds contemplated by this resolution, including but not limited to the creation of such a fund and special cost center within the fund, if and to the extent necessary. Upon transfer, the Excess Balance is appropriated for permanent improvement purposes. Approval of Substitute Non-Teaching Personnel – Resolution #2018-41 Mr. Lavorini moved and Dr. Dinopoulos seconded with all members present voting aye to approve the following non-teaching personnel be placed on the approved substitute list for the 2017-18 school year, substitute basis only, according to wage rate for the assignment designated; all required reports are on file. Luke Skinner – Middle School Track Head Coach Approval of Non-Teaching Supplemental Contract for FY19 – Resolution #2018-43 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members present voting aye to approve a supplemental pupil activity contract to the following non-teaching personnel for the 2018-2019 school year as per salary schedule for the assignment designated pursuant to O.R.C. 3313.53; all required reports are on file. Approval of CC+ Agreement with Kent State University – Resolution #2018-46 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to approve the College Credit Plus Master Agreement with Kent State University and Poland Schools for students entering grades 7-12 to enroll in college-level courses on a full or part time basis to simultaneously earn credit toward high school graduation and a college degree or certificate pursuant to ORC 3365.02. Approval of CC+ Agreement with Eastern Gateway Community – Resolution #2018-47 Mr. Shovlin moved and Mr. Lavorini seconded with all members present voting aye to approve the College Credit Plus Memorandum of Understanding with Eastern Gateway Community College and Poland Schools for students entering grades 7-12 to enroll in college- level courses on a full or part time basis to simultaneously earn credit toward high school graduation and a college degree or certificate pursuant to ORC 3365.02. Approval to Adjust Bus Driver Substitute Wage – Resolution #2018-48 Dr. Dinopoulos moved and Mr. Shovlin seconded to approve the following resolution to adjust the Bus Driver Substitute Wage and Retroactively Authorize Payment of Same. WHEREAS, the Poland Local School District Board of Education (“Board”) authorized set wages for substitute bus drivers effective January 1, 2017; and WHEREAS, the Board approved that a substitute bus driver be paid $16.00 per hour for driving a regularly scheduled route and $12.00 per hour for driving a route not regularly scheduled – i.e., field trip; and WHEREAS, a transition in central office personnel identified an issue with regard to the aforementioned wage, which caused substitute drivers to be paid $16.00 per hour for driving any route (both regularly and not regularly scheduled); and WHEREAS, due to the identified issue and the District’s need to maintain substitute bus drivers, the Board desires to retroactively authorize the $16.00 per hour for all routes driven by substitute drivers beginning September 1, 2017, through December 31, 2017; and WHEREAS, the Board hereby reauthorizes the substitute rate of $12.00 per hour for driving a route not regularly scheduled – i.e., field trip effective January 1, 2018. SECTION III IT IS FOUND AND DETERMINED that all formal action of this Board concerning or related to the adoption of this Resolution was adopted in an open meeting of this Board, and all deliberations of this Board and any of its committees that resulted in such formal actions were adopted in meetings open to the public, in compliance with all applicable requirements of the Ohio Revised Code. Approval of ACCESS Internet Contract for FY19 – Resolution #2018-49 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members present voting aye to approve the contract, #2019-C-015, between the Poland Schools and ACCESS for Internet Access Services for FY19. Approval of ACCESS Application Services Contract for FY19 – Resolution #2018-50 Mr. Lavorini moved and Dr. Dinopoulos seconded with all members present voting aye to approve the contract, #2019-A-015, between the Poland Schools and ACCESS Application Services for FY19. Approval of FMLA – Theresa Smith – Resolution #2018-51 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve Theresa Smith, FMLA as of May 14, 2018 according to PEA contract Article 4.91. Approval of FMLA – Maggie Schuster – Resolution #2018-52 Dr. Dinopoulos moved and Mr. Lavorini seconded with all members present voting aye to approve Maggie Schuster, FMLA as of approximately May 1, 2018 according to PEA contract Article 4.91. Approval of Home Instruction Tutor – Resolution #2018-53 Mr. Shovlin moved and Mr. Riddle seconded with all members present voting aye to approve Eva Sullivan as a Home Instruction Tutor, effective February 6, 2018 for the 2017-2018 school year. Approval of Speech and Debate Overnight Trip – Resolution #2018-54 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve an overnight field trip for the Poland Speech and Debate team for the OSDA Speech & Debate State Finals in Maumee, Ohio. Dates are Thursday, March 1, 2018 returning Saturday, March 3, 2018. Cost per participant is $250.00 per student. Itinerary and list of chaperones are attached. The cost of the trip will be paid out of the team account through funding and fundraising. Any additional funds needed will be paid for by the student’s personally. Approval of Revised Substitute Wage Rates – Resolution #2018-55 Mr. Lavorini moved and Mr. Shovlin seconded with all members present voting aye to approve the following revised wages for substitute employees effective February 26, 2018. Substitute wages to be paid as follows:  Bus drivers @ $16.00 per hour for bus route @ $12.00 per hour for field trip  Regular employees subbing as a Bus Driver @ $18.50 per hour  Bus Aides @ $12.00 per hour  Cashiers @ $8.30 per hour  Cook's Helper @ $8.30 per hour  Custodians/Porters @ $8.65 per hour  Courier @ $8.30 per hour  Courier Helper @ $8.30per hour  Monitors @ $8.30 per hour  Secretaries @ $8.85 per hr. for 1-20 days. $10.00 per hr. on the 21st work day in the same assignment.  Teachers @ $75.00 per day for 1-60 days. Vendor personnel  Athletic security @ $80 per game  Security (not for games) @ $20.00 per hr.  PSHS Athletic game workers @ $40 per game (timekeepers, score keepers, ticket sellers, ticket takers, etc.); PMS athletic game workers @ $25.00 per game. Building rentals - $8.85 per hour. High school students working rentals are paid $8.30 per hour. Saturday Detention and/or Home Instruction Tutors - $19.00 per hour. Approval of 2018-2019 School District Calendar – Resolution #2018-56 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to approve the following 2018-2019 Poland School’s District Calendar.
