Work Session Poland Board of Education held February 12, 2018 The February 12, 2018 Work Session of the Poland Board of Education was held at 6:00 p.m. in the Poland Seminary High School Auditorium. President, Mrs. Zedaker called the meeting to order at 6:05 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle and Mrs. Zedaker. Absent: Mr. Shovlin Welcome Mr. William Orr and Ms. Julie Sturgiss from Boardman Schools explained the Boomerang Project: W.E.B. “Where Everybody Belongs” Training Presentation Facilities Committee – No presentation at this time. Information As a follow up from the January Organizational meeting question regarding the districts safety deposit boxes, Janet Muntean, Treasurer, explained the district has a safety deposit box at Farmers National Bank, which is the district’s financial institution. The district had also maintained a box at Chase Bank; however, the box has been surrendered since the district does not have an active account, which is now a requirement. Treasurer Muntean also presented the Board with tax rate information provided by the Mahoning County Auditor’s office. The tax rates will be approved at the regular meeting in March. At the February 26, 2018 Regular Board of Education meeting, prior to the approval of the work session minutes from February 12, 2018; Treasurer Muntean was authorized to amend these minutes to include the following communication, which took place after the public work session. During the work session, the topic of levies was discussed. Treasurer Muntean sent a follow up to the Board of Education to elaborate on this topic in regards to HB 59. The key point is the impact of HB59, which was passed back in 2013. Currently the state reimburses the school district the 10% rollback and 2.5% rollback/homestead exemption (ie; owner occupied) =12.5%. However, new and replacement levies would require the homeowner to pay the 87.5% they are used to paying as well as the 12.5% mentioned above. This also applies to the increased portion of any renewal. The Poland Schools receives the same amount; the difference is the 12.5% is now being collected by taxpayers rather than the state. This is a huge factor to consider on any levy decision made in the future. Discussion Superintendent Janofa and Treasurer Muntean provided a spreadsheet of the district’s current debt obligations. The amortization schedule and current interest rates were discussed. Superintendent Janofa provided a draft of the 2018-2019 district calendar. The main topic of discussion is where Spring Break falls in regards to testing schedules. Informational Superintendent Janofa informed the Board that a service dog will be present at Poland Seminary High School due to the specific needs of a student. At 7:35 p.m., Mr. Lavorini moved and Dr. Dinopoulos seconded with Mr. Riddle and Mrs. Zedaker voting aye to enter into Executive Session to discuss employment of personnel. At 8:40 p.m., Dr. Dinopoulos moved and Mr. Riddle seconded with Mr. Lavorini and Mrs. Zedaker voting aye to reconvene to Work Session and Adjourn.
