Work Session Poland Board of Education held November 15, 2021 A Work Session of the Poland Board of Education was held on Monday, November 15, 2021, at 6:00 p.m., in the Dobbins Board Room, 3030 Dobbins Road. President Riddle called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Ms. Colucci, Dr. Dinopoulos, Mr. Polis, Mr. Warren and Mr. Riddle. PRESENTATIONS: * Jonathan Pera – Technology Coordinator – Presented to the Board as to what the technology department does including district hardware, software, security while supporting the districts mission statement. Lastly, acknowledging the tech team. * Candy Fonagy – Poland Players – Students were present and performed a snippet of “67 Cinderella’s” – Performances are Thursday, Friday and Saturday, November 18, 19 and 20, at 7:00 p.m. TREASURER – Janet Muntean * Update District Appraisal – Treasurer, Janet Muntean explained that the district property appraisals were completed in September and shared the report as provided by Industrial Appraisal Company. The purpose of the appraisal is to establish a professional opinion of the insurable value of district properties and provide loss documentation should the need arise. * Levy Update – Treasurer, Janet Muntean provided an updated voted levy schedule for the district since the two (2) renewals on the November 2, 2021 ballot passed. She explained the district has a renewal on the ballot the next two years in a row. SUPERINTENDENT – Craig Hockenberry * Thank You – Superintendent Hockenberry publicly thanked the community for their continued support of the levy renewals. * COVID19 – Case Update – The district continues to monitor closely and update the website daily. * Mahoning County Public Health Grant – The district will be receiving funding, not to exceed $25,000, from The Mahoning County Public Health Department to help support extra staff needed to provide COVID19 Tracing and reporting. * Enrollment Figures Pre K-12 – The district continues to monitor enrollment numbers. Current enrollment is a total of 1838: Dobbins Preschool – 74 McKinley – 511 Poland Middle School – 397 The Seminary – 824 MCCTC – 32 Option 23 – 4 Superintendent Hockenberry explained he obtained data from local preschools to get projections for next year Kindergarten enrollment. Next year’s, kindergarten registration is scheduled for April, 2022. * Pay Rates – MVRCOG – Instructional Aides – Superintendent Hockenberry explained that hourly rates of pay have been addressed for instructional aides and a system is in place moving forward. * Pay Rates – Technology Technicians – Superintendent Hockenberry explained that hourly rates have been addressed for technology technicians. * Negotiations – Contract negotiations between the Poland Education Association (PEA) and the Board of Education have begun. * November 17 – State of the Village Schools public address is scheduled for this Wednesday, November 17th – 5:00 p.m. at Dobbins Board room. * NO School – Thanksgiving Break November 24, 25, 26 * Waiver Day – Monday, November 29 – No Students – Professional Development day for staff. * Poland Pride Signs are ordered and will be displayed throughout the district as soon as they come in. * Poland Informational Magnets have been ordered INFORMATIONALL ITEMS/UPDATES/DISCUSSIONS: * Ricoh Copier Lease – Director of Operations, Matt McKenzie explained some district devices are at the end of life and addition of new equipment needed due to district reconfiguration and classroom location. The district is able to amend the Ricoh Copier Lease and obtain more machines at a very minimal additional cost per month. Recommendation will be on the next regular scheduled board meeting. * Electric Contract – Director of Operations, Matt McKenzie explained the district electric contract is coming to end of term. Competitive pricing from various vendors has been received. Recommendation will be on next regular scheduled board meeting. * Forging the Bulldog Future Vision Plan – Director of Operations, Matt McKenzie reviewed with the Board the updated, Forging the Bulldog Future Vision Plan. Highlighting completed projects and projected costs of future projects. The document is ever-changing and updated regularly. * OSBA – Capital Conference - Larry Warren – First time attending as Board Member – Attended eight (8) breakout sessions of various topics including renovation of older buildings, case law, school finances, and negotiations. Mr. Warren also attended the OSBA Delegate workshop. He reported there are 511 delegates in which 309 were in attendance. - Annie Colucci – First time attending as Board Member – She chose to attend sessions she felt would be most valuable to our district. Shared important tips to peers regarding tools to help new board members get affiliated as a new board member. - Craig Hockenberry – Attended strategic planning and vision sessions. Session on Cyber solutions as well as public records refresher. REVIEW OF NEW SUBSTITUTE TEACHER RESOLUTION: * Superintendent Hockenberry reviewed a new resolution as a result of SB1, regarding substitute teachers, the new bill does not require an individual to have a degree or obtain a substitute teaching license from ODE. An individual of appropriate age as defined by the district and a clear BCI/FBI check can substitute. The resolution will be adopted at the next regularly scheduled meeting. At 7:05 p.m., Ms. Colucci moved and Mr. Warren seconded with all members present signaling aye to enter into Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official; and to consider the sale of real property by competitive bid, or the sale or disposition of unneeded, obsolete, or unfit property under R.C. 505.10; and to prepare for, conduct, or review a collective bargaining strategy. Reconvene and Adjournment At 8:57 p.m., Mr. Polis moved and Dr. Dinopoulos seconded with all members present voting aye to reconvene the work session and adjourn the meeting. Motion passed 5-0.
