Work Session of Poland Board of Education held November 18, 2019 A Work Session of the Poland Board of Education was held on Monday, November 18, 2019 at 6:00 p.m. at Middle/McKinley Connector. Vice President, Dr. Dinopoulos called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Absent: Mr. Lavorini. PRESENTATIONS: * Mr. David Purins – Middle/McKinley Principal – Mr. Purins updated the Board on the various projects currently underway or still in progress. The Village paved and the sewer project is not completed. The roofing project is near completion. Mr. Purins also highlighted briefly several of the programs and activities involving students in grades 3-8 such as Countryside Farm Family Night, WEB Dance, Mix It Up at Lunch Day, Veterans Day Concert, Book Fair, Video Announcements, Math 24, Math Counts, Service Learning Projects, Operation Christmas, Boo Squad, Pajama Day and much, much, more. * OSBA Capital Conference – Mr. Janofa, Mrs. Muntean, Mr. Zura and Mr. Riddle attended the OSBA Capital Conference in Columbus on November 10-12, 2019. Each attendee shared their experiences with the Board, highlights include: Mr. Janofa – All session handouts are available on OSBA’s website. Mr. Janofa also updated the Board on a couple hot topics to address in the near future including Narcan Kits and Stop the Bleed Kits. Both of these topics were discusses by Superintendents at their recent BASA Regional Conference. Mrs. Muntean – Ohio Biennial Budget Session takeaway is what will the funding mechanism look like after this budget? Will Wellness revenue continue? What will happen to districts who are capped or on the guarantee? Mrs. Muntean brought back valuable documentation from various vendors at the trade show. Mr. Zura - Mr. Zura attended several sessions on students with disabilities as well as Legal Sessions on mental health. Mr. Riddle – Mr. Riddle attended with legislative session and shared the concern with voucher system. He expressed the learning experience to be able to listen to speakers so passionate about education. Mr. Riddle also shared a discussion with members of the trade show on possible grant opportunities for the district to explore. DISCUSSION: * Alternate Assessment Paper Testing – Mr. Zura – At the regular meeting, the Board will need to adopt the alternate paper/pencil assessments for students. * Levy Renewal – Mrs. Muntean explained the first resolution for the next levy renewal will be on the November Regular board agenda and the second resolution will follow in December in order to have renewal on March 2020 ballot. * Farmers Bank – Fraud Protection Bundle – Mrs. Muntean shared with the Board a Fraud Protection Bundle available through Farmer’s National Bank. A minimal monthly fee will be charged; however, the benefit of extra cyber protection and additional security measures of district funds will be ensured. * AstroTurf Contract – Mr. Janofa shared with the Board the tentative proposal for the district turf and track project. A recommendation will be forthcoming. * Safety Grant Award – Mrs. Muntean shared correspondence with the Board from Dave Yost, Ohio Attorney General, that the district qualifies for a school safety grant in the amount of $8,148.30 for the 2019-2020 school year. The application will be completed and submitted as soon as available. * North Property Update – Mr. Janofa and Mrs. Muntean updated the Board on the status of the North Property. The title work has been completed and both Mr. Janofa and Mrs. Muntean recently met with the surveyor for new parcel work to begin. Once this work is completed, the Board can move forward with making final decisions on the North Property. Mrs. Muntean will look into two (2) areas which were discussed; deed restrictions and mineral rights. INFORMATION: * The 2020-2021 “Draft” School Calendar was presented. * The Thanksgiving and Christmas Recess Schedule for Custodial Employees At 8:17 p.m. Mrs. Zedaker moved and Mr. Riddle seconded with Dr. Dinopoulos and Mr. Shovlin signaling aye to enter into Executive Session for matters required to be kept confidential by federal law or rules or state statutes. Absent: Mr. Lavorini. At 9:47 p.m. Mrs. Zedaker moved and Mr. Riddle seconded with Dr. Dinopoulos and Mr. Shovlin voting aye to adjourn the meeting. Absent: Mr. Lavorini.
