Regular Meeting Poland Board of Education held September 23, 2019 The Regular meeting of the Poland Board of Education was held on Monday, September 23, 2019 at 6:00 p.m. at the Poland Township Building. President, Mr. Lavorini called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Approval of Meeting Minutes – Resolution #2019-240 Mrs. Zedaker moved and Dr. Dinopoulos seconded with Mr. Lavorini and Mr. Riddle voting aye to approve the following meeting minutes of: Abstaining: Mr. Shovlin Special Regular Meeting of August 22, 2019 Approval of Meeting Minutes – Resolution #2019-241 Mr. Riddle moved and Mr. Shovlin seconded with all members present voting aye to approve the following meeting minutes of: Regular Board Meeting of August 26, 2019 Acceptance of Finance Report – Resolution #2019-242 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to accept for audit the finance report for August 2019 as submitted by the Treasurer Recognition of Poland Schools Foundation Honorees – Resolution #2019-243 Mrs. Zedaker moved and Mr. Shovlin seconded with all members present voting aye to pass a resolution commending the following honorees being recognized by the Poland Schools Foundation for Educational Excellence at the Foundation’s 26th Annual Banquet to be held on Tuesday, October 15, 2019 at 6:00 p.m. at The Embassy. Doug Aebischer - 2019 Alumnus of the Year Doug Aebischer is a 1974 Poland graduate. A lifelong Poland resident he married Karen Russell in 1982, a Poland graduate of 1978, and together have three children Abby, Adam, and Alex. Abby resides in Poland and is, of course, the 8th grade Language Arts teacher here at Poland Middle School. Adam is married to Jenna who is a language and speech pathologist at Girard Elementary School. Together they have three beautiful children, John who is 4 years old, Ainsley who is 2 and a half, and Adalyn who is 5 months. Alex is married to Becca who is a labor and delivery nurse at Boardman St. Elizabeth Hospital. They are the proud owners of two Huskies. The boys and their wives reside here in Poland. Doug owns his 91-year-old family business, Aebischer’s Jewelry, which is located in the center of Poland, and operates it along with his wife Karen and two sons, Adam and Alex. After graduating from Poland, Doug went to YSU where he earned his business degree and then went on to obtain his Graduate Gemologist degree from the Gemological Institute of America through their correspondence course while working full time in the family business. Doug took over ownership in 1996 from his father. His wife Karen and all three children also attended YSU for their college degrees. Being a small, locally owned and operated family business, he and his family are very grateful for the support the community gives them. In return, the Aebischer family loves to give back by supporting the Poland Schools as well as many different charitable events in the community. Doug’s favorite things to do are spending time with his family as well as golfing and photography. Doug is thankful for the education and preparation the Poland Schools has given him to be able to further his education and become established as a local business owner serving his community with integrity and a commitment to excellence! Janice Hohloch, Middle School Math Teacher - 2019 Distinguished Educator Janice Hohloch graduated from Crestview High School in 1986. After serving six years in the Ohio Army National Guard and earning her bachelor’s degree from Youngstown State University with a double major in telecommunications and psychology, she spent the next six years working for WYTV Channel 33 as a broadcast technician. She then went to work for a software company for a year before heading back to Youngstown State to earn her teaching license in middle childhood math and science. After student teaching at Poland Middle School, she began her career there in 2002. Janice has taught 7th grade computer class, 7th grade math, 8th grade science, and now teaches 8th grade math and 8th grade algebra for high school credit. Janice earned her master’s degree from Walden University in 2008 in Integrating Technology into the Classroom, then earned her Master Teacher Designation in 2013. She was a recipient of an Excellence in Education Award in 2018 for Eight Grade Math/High School Readiness. She was the middle school math club advisor for 7 years. Even though that torch has been passed onto another teacher, she is still involved and continues to help with and attend the MathCounts competition each year. Other school involvements include being a chaperone on the 8th grade Washington, D.C. trip for 16 years and the 5th grade Camp Fitch trip for two years, as well as serving on the Poland Schools Foundation Board for five years. Janice lives in Poland Township with her husband, Greg, and their five cats. Beverly Hobart, High School Guidance Secretary - 2019 Distinguished Staff Member Beverly Billock Hobart is a native of the Youngstown area. The oldest of nine children (seven boys and two girls), she was raised on the Northside until her family moved to the Poland area while she was in the fifth grade. After graduating from Cardinal Mooney High School, Bev worked for seven years at Ohio Bell Telephone Company, initially as a long distance operator (in the days when you had to dial zero to have an operator place your long distance call), then as an order typist and a clerk in the engineering and assigning departments. She and Bob Hobart were married on October 14, 1972 and just celebrated their 47th wedding anniversary. Bev was mostly a stay-at-home mom after the birth of her two sons, Bob (PSHS Class of 1995) and Jeff (PSHS Class of 1997). She was active in the PTA at Poland North Elementary, serving as a room mother, a volunteer in the brand new Commodore 64 computer lab, and as the Poland PTA Council President. When the boys went to PSHS and joined the band, she became an active member of the Poland Band Parents, and was elected to be the group’s secretary for six years. In 1989, Bev was hired to work in the Poland Schools as a part-time, non-contract secretary to then Special Services Directory, Kathy Shook. The next year she was hired to be the Library/Computer Lab monitor at McKinley Elementary, when McKinley housed grades Kindergarten to fifth. Five years later, in August 1995, she transferred to Poland Seminary High School to become the Guidance Secretary, and is now beginning her 25th year in that position. While working in the Poland Schools, Bev became active in the Union and served as the OAPSE Local 360 secretary for four years and as the local president for eight years. Bev plans to retire at the end of January 2020, with 30 years of service to the Poland Schools. Bob and Bev love to travel and have been to all but five states and several foreign countries. Since Bob is already retired, their plans are to spend more time with their grandsons, Tyler and Logan, and to continue to travel as much as possible. Think Walt Disney World at the end of February! Approval of FY20 Appropriations – Resolution #2019-244 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the permanent appropriations totaling $24,554,267.56 for FY 2020, as submitted. The funds were used to obtain a classroom subscription to La Gazzetta Italiana, a monthly journal dedicated to news of Italy and Italian culture. * Ally Donnachie (senior) auditioned and was selected out of hundreds of applicants to perform in the OMEA Northeast Regional Orchestra and the OMEA All-State Band. These two ensembles re comprise of the top student musicians in the Northeast region of the state and the entire state, respectively. NERO will be performing at Baldwin Wallace’s Gamble Auditorium on Sunday, November 3rd at 12:00 p.m. and the All State Band will be performing at the OMEA professional development conference in Cincinnati on January 31st at 8:15 p.m. Authorization to Transfer Funds – Resolution #2019-246 Mr. Shovlin moved and Mr. Riddle seconded with all members present voting aye to authorize the Treasurer to transfer funds in the amount of $1,189.61 from the French Club Activity account to the PSHS Principal account. French Club is no longer active at PSHS. Authorization to Transfer Funds – Resolution #2019-247 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to authorize the Treasurer to transfer funds in the amount of $1000.00 from the General Fund to the Robotic Student Activity Fund for the 2019-2020 Robotics Team to cover registration expenses and membership fees for Poland High School Robotics Team members. Authorization to Transfer Funds – Resolution #2019-248 Dr. Dinopoulos moved and Mr. Shovlin seconded with all members present voting aye to authorize the Treasurer to transfer funds in the amount of $5000.00 from the General Fund to the Speech and Debate Student Activity Fund for the 2019-2020 Speech and Debate Team to cover registration expenses and membership fees for Poland High School Speech and Debate Team members, cost incurred for transportation expenses for overnight travel, national tournament expenses, and research and completion materials. Authorization to Transfer Funds – Resolution #2019-249 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to authorize the Treasurer to transfer funds in the amount of $500,000.00 from the General Fund to the Permanent Improvement Fund. Approval of 2019-2020 District Testing Schedule – Resolution #2019-255 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the District Testing Schedule for the 2019-2020 school year. (Subject to change due to unforeseen circumstances) Approval to Award FY20 Parental Transportation Contracts – Resolution #2019-256 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to approve a resolution to award parental transportation contracts to parents or guardians of eligible students for the 2019-2020 school year. The state approved reimbursement rate in Lieu of Transportation is awarded according to section 3327.01 of the Revised Code for transportation to nonpublic schools outside the district when impractical to transport by regular fleet service. The policy updates were completed using the services of NEOLA and will be available online. Policy #2431.01 - Parents Serving as Athletic Coaches Informational Items * Pre-construction meeting on Wednesday with TEMA Roofing regarding PMS roof project. * Paving and County Project occurring around PMS. Traffic will be congested next few weeks. Reports/Presentations Foundation – Mrs. Zedaker recapped the information regarding the Foundation Annual Banquet. The Poland Schools Foundation for Educational Excellence is in its 26th year in awarding mini grants and providing scholarship opportunities. Legislation – Mr. Riddle provided a brief description of the following bills currently being discussed: * HB2 – Collaboration of school districts regarding eligible state grants. * SB85 – Revision of signage in school zones. * SB126 – Providing ESC’s mental health funds. * SB144 – Prevention of and disciplinary actions regarding harassment. * SB118 – Increases in the penalty for assault of sports officials. * SB134 – Increases in penalty of improperly passing school buses. * HB4 – Liaison between Governor’s Office Workforce Transformation and Ohio Department of Education in regard to industry recognized credentials or certificate programs.
