Regular Meeting Poland Board of Education held November 25, 2019 The Regular meeting of the Poland Board of Education was held on Monday, November 25, 2019 at 6:00 p.m. at the Poland Township Building. President, Mr. Lavorini called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Acceptance of Finance Report – Resolution #2019-286 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to accept for audit the finance report for October 2019 as submitted by the Treasurer Public Comments - None Approval to Commend Staff and Students – Resolution #2019-287 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to commend the following staff and students for exceptional achievement and honors. Poland Seminary High School On November 11th PSHS had its Annual Veterans Day Assembly. The keynote speaker was Poland’s very own Dana Emery and she did an incredible job. Poland Seminary would like to thank her for her service and sharing with PSHS students and staff. Student Council held its annual canned food drive for Poland United Methodist Church Food Pantry. The student body donated 679 food items. The food was delivered on Wednesday, November 13th and will be passed out to the community as needed. The following high school students had artwork accepted into the YSU postcard show. Students from across the region mailed 8.5 x 5.5 postcards with original art to the show. Two students from Poland Seminary High School were accepted into a program for gifted student artists at The Butler Institute of American Art. Senior Hannah Misko and junior and foreign exchange student Maya Hiraoka will be enrolled in classes there through the spring of 2020. Janet Donnadio – Food Service Substitute and Monitor Substitute Kaitlin Masucci –Substitute Custodial/Porter Mary Jo Carchedi – Substitute Custodial/Porter, Substitute Monitor, Substitute Food Service Acceptance of Resolution to Renew Existing Tax Levy – Resolution #2019-290 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to accept the following resolution determining to submit to the electors of the Poland Local School District the question of renewing all of an existing tax levy, pursuant to sections 5705.194 to 5705.197 of the revised code. WHEREAS, at an election on March 15, 2016, the electors of the School District approved the renewal of an existing tax levy in excess of the ten-mill limitation in order to raise the amount of $1,369,748 each calendar year for a period of 5 years for the purpose of providing for the emergency requirements of the School District, the last collection of which will occur in calendar year 2021; and WHEREAS, this Board has determined that the continuation of the collection of that tax for an additional period of 5 years is necessary for the proper operation of the schools of the School District; and WHEREAS, in accordance with Section 5705.03(B) of the Revised Code, upon receipt of a certified copy of a resolution of this Board declaring the necessity of a tax, stating its purpose, whether it is an additional levy, a renewal or a replacement of an existing tax, or the renewal or replacement of an existing tax with an increase or a decrease, the Section of the Revised Code authorizing the submission of the question of the tax, the term of years of the tax, that the tax is to be levied upon the entire territory of the School District, the date of the election at which the question of the tax shall appear on the ballot, that the ballot measure shall be submitted to the entire territory of the School District, the tax year in which the tax will first be levied and the calendar year in which it will first be collected, and each county in which the School District has territory, and requesting such certification, the County Auditor is to certify the total current tax valuation of the School District and the number of mills required to generate a specified amount of revenue; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Poland Local School District, County of Mahoning, State of Ohio, that: Section 1. Board Declarations. This Board finds, determines and declares that the revenue which that be raised by all tax levies which this Board is authorized to impose, when combined with state and federal revenues available to this Board, will be insufficient to provide for the emergency requirements of the School District, and that it is therefore necessary to renew the levy of a tax in excess of the tenmill limitation upon the entire territory of the School District in order to raise the amount of $1,369,748 each year, for a period of 5 years, for that purpose. Section 2. Submission of Question to Electors. Pursuant to Sections 5705.194 to 5705.197 of the Revised Code, there shall be submitted to the electors of the entire territory of the School District (the School District has territory only in the County of Mahoning), at an election to be held on March 17, 2020, the question of the renewal of an existing tax levy in excess of the ten-mill limitation on all property in the entire territory of the School District subject to taxation by this Board, in order to raise $1,369,748 each year, for a period of 5 years (commencing with a levy on the tax list and duplicate for tax year 2021 for first collection in calendar year 2022), for the purpose of providing for the emergency requirements of the School District, at the annual tax rate necessary to raise that amount. Section 3. Certification and Delivery of Resolution to County Auditor. The Treasurer is directed to certify immediately a copy of this Resolution to the Mahoning County Auditor and the County Auditor is requested to certify the School District’s total current tax valuation and the County Auditor’s calculation of the annual levy, expressed in dollars and cents for each one hundred dollars of valuation, as well as in mills for each one dollar of valuation, throughout the life of the levy which will be required to produce the annual amount set forth above, which calculation shall be made in accordance with the requirements of Section 5705.195 of the Revised Code and any applicable rules, orders, or instructions of the State Tax Commissioner. Section 4. Compliance with Open Meeting Requirements. This Board finds and determines that all formal actions of this Board and of any of its committees concerning and relating to the adoption of this Resolution were taken, and that all deliberations of this Board and of any of its committees that resulted in those formal actions were held, in meetings open to the public in compliance with the law. Section 5. Captions and Headings. The captions and headings in this Resolution are solely for convenience of reference and in no way define, limit or describe the scope or intent of any Sections, subsections, paragraphs, subparagraphs or clauses hereof. Section 6. Effective Date. This Resolution shall be in full force and effect from and immediately upon its adoption. Approval to Amend 403(b) Eligibility and Hardship Distributions – Resolution #2019-291 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve a resolution to accept the Amendment regarding the Eligibility and Hardship Distribution changes to the 403(b) Poland Local Schools Retirement Plan effective January 1, 2020. Approval of Electricity Supplier – Resolution #2019-292 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to approve the Electricity Supply Agreement with Freepoint Energy Solutions beginning January 1, 2020 for a 24-month term at a fixed rate of $0.04788 per KWH. Adoption of Paper/Pencil Alternate Assessment – Resolution #2019-293 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to adopt the option for paper/pencil for the Alternate Assessment for students with significant Cognitive Disabilities for the 2019-2020 school year recommended per Mr. Zura, Director of Student Services. Approval of Nutritional Standards Report – Resolution #2019-294 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the Poland School District’s report on compliance with ODE Nutritional Standards. Approval of TIPS Contact with AstroTurf – Resolution #2019-295 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to approve the TIPS Awarded Contract with AstroTurf for the Poland High School Synthetic Turf and Track Renovation. TIPS Contract Number #170205. Authorization to Delay or Close Schools – Resolution #2019-296 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to authorize the Superintendent to delay or close schools on an emergency basis due to hazardous winter weather conditions and/or heating-utility failure.  The Superintendent shall notify the staff and public through the “automated call system” and the following media stations, websites: * TV Channels: 21 – WFMJ (NBC), 27 – WKBN (CBS), 33 – WYTV (ABC) * Radio stations:  570 AM-WKBN, 1390 AM-WNIO, 93.3 WNCD, 95.9 FM-WAKZ (KISS), 98.9 FM-WMXY, 106.1 FM-WBBG, HOT 101 FM, and Y103 -WYFM. * http://www.poland.k12.oh.us/ or WKBN.com or WYFX.com or Polandbulldogs.com * Automated notification by computer via telephone will continue for all parents and all employees.
