Regular Meeting Poland Board of Education held October 28, 2019 The Regular meeting of the Poland Board of Education was held on Monday, October 28, 2019 at 6:00 p.m. at the Poland Township Building. President, Mr. Lavorini called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Shovlin and Mrs. Zedaker. Acceptance of Finance Report – Resolution #2019-264 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to accept for audit the finance report for September 2019 as submitted by the Treasurer Approval of FY20 Amended Appropriations/Amended Certificate – Resolution #2019-265 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve appropriation modifications FY20 as presented by the Treasurer and submit amended certificate of estimated resources to the Mahoning County Budget Commission for approval. Presentation - Five (5) year forecast – Treasurer, Janet Muntean Approval of FY20 October Five Year Forecast – Resolution #2019-266 Mr. Riddle moved and Mrs. Zedaker seconded with all members present voting aye to approve the district’s five (5) year forecast as presented by Treasurer, Janet Muntean. This resolution and the Board’s approval are required by the State of Ohio. Authorization Sale of Spare Bus – Resolution #2019-267 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to authorize the sale of spare bus #22 to the South Range Schools in the amount of $2,000.00. Public Comments - None Approval to Commend Staff and Students – Resolution #2019-268 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to commend the following staff and students for exceptional achievement and honors. Poland Seminary High School Margaret Faur - National Merit Scholars Commended Student Ashlin Rabindra -National Merit  Semifinalist Four PSHS student musicians were selected to perform in the Ohio Music Association District V Honors Band that will perform  on Saturday November 9, 2019 in historic Stambaugh Auditorium. Students submitted video auditions to be considered for this ensemble.  Over150 students from Ashtabula, Trumbull and Mahoning counties auditioned for the ensemble, with approximately 90 being selected. Congratulations to Avery Doctor, junior, oboe; Lydia Noble, sophomore, bassoon; Colin McDonald, junior, alto saxophone and Troy Vargo, senior, tuba. Approval of Non-Teaching Supplemental Contract for FY20 – Resolution #2019-271 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to approve the supplemental pupil activity contract to the following non-teaching personnel for the 2019-2020 school year as per salary schedule for the assignment designated pursuant to O.R.C. 3313.53; all required reports are on file. Approval of Non-Teaching Substitute Personnel – Resolution #2019-274 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve the following non-teaching personnel be placed on the approved substitute list for the 2019-2020 school year, substitute basis only, according to wage rate for the assignment designated; all required reports are on file. Jonathan Clark – Substitute Bus Driver Richard Szmara – Substitute Bus Driver (Pending Certification) Approval of PSHS Concert Choir Overnight Field Trip – Resolution #2019-275 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to approve an overnight field trip for the Poland Seminary High School Concert Choir for the 2019-2020 school year to perform at Universal Studios in Orlando, Florida with PSHS Band. Dates are Thursday, April 2, 2020 returning Monday, April 6, 2020. Authorization of Contract with Belleria Pizza for FY20 – Resolution #2019-276 Mr. Shovlin moved and Mrs. Zedaker seconded with all members present voting aye to authorize the Treasurer to enter into a contract with Belleria Pizza for the 2019-2020 food service operation through The Nutrition Group. Authorization to Rescind Resolution 2019-176 – Resolution #2019-277 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to rescind Resolution #2019-176, which authorized the Treasurer to request $70.00 from each Board approved parent-support group to offset their cost of Liability coverage. Approval of Home Instruction Tutors for FY20 – Resolution #2019-278 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to approve the following certified employees as Home Instruction Tutors for the 2019-2020 school year. Eva Sullivan – effective date October 7, 2019 Julie Kelliher – effective date October 7, 2019 Approve Addendum -Poland Township School Resource Officer – Resolution #2019-279 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the Addendum to the Agreement by and between Poland Township Board of Trustees and Poland Local School District regarding the Resolution #2019-223, adopted August 26, 2019, for the School Resource Officer to attach and incorporate the terms of the attached Memorandum of Understanding. Acceptance of Classified Substitute Resignation – Resolution #2019-280 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to accept the resignation of Eileen Zornjak, Substitute custodial/porter. Effective as of October 22, 2019. Informational Items * Megan Roemer – The Nutrition Group – Mrs. Roemer introduced Danielle Davis to the Board. Ms. Davis will be Mrs. Roemer’s replacement while on leave. The food service report was presented and several events in the cafeteria were highlighted. * Shared Purchases with Poland Township for Salt – Mr. Janofa explained in preparation for winter, the district will partner with the township again for salt this year. The township purchases salt in bulk and the district gets billed for usage. * PMS Roofing Update – Mr. Janofa updated the Board on the status of the current roofing project being completed at the middle school. * PSHS Stadium Update – Mr. Janofa updated the Board on the upcoming stadium project. A recommendation will be forthcoming to award a contract. Also, minor repairs to the track are being performed in order for our spring sports to use the track this season. Reports/Presentations Foundation – Mrs. Zedaker highlighted all of the wonderful events which took place at this year’s Annual Banquet and explained the next banquet will be in 2021. Legislation – Mr. Riddle provided a brief description of the following bills currently being discussed: * SB26 - $250 out-of-pocket expense deduction for on state income tax. * HB76 – Modification of ballot language for property tax levies. * HB119 – Harsher penalties for distracted driving involving school buses. * SB89 – Revised bill regarding career technical education * HB305 – New school funding formula. * SB16 – Instruction to students in proper interactions with peace officers. * SB125 – Expanding contributions to Ohio’s 529 education plans. * SB120 – CCP informational sessions for universities and colleges. * SB218 – School start times * SB219 – Establishing career pathways apprentice programs. * SB224 – Additional school funding for capped districts. * SB225 – Posting of signs with child abuse reporting telephone number. * SB226 – Requirement to provide students in grades 9-12 transportation. Commendation of Audit – Resolution #2019-281 Mr. Riddle moved and Mr. Shovlin seconded with all members present voting aye to commend the Poland Local Schools for its clean audits in regards to the examination of School Employees Retirement System and State Teachers Retirement System pension funds. At 7:54 p.m. Mrs. Zedaker moved and Mr. Riddle seconded with all members present signaling aye to enter into Executive Session regarding the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing.
