Special Regular Meeting Poland Board of Education held August 22, 2019

A Special Regular meeting of the Poland Board of Education was held on Thursday, August 22, 2019 at 4:30 p.m. at the Poland Township Building.

President, Mr. Lavorini called the meeting to order at 4:30 p.m.

Pledge of Allegiance

Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle and Mrs. Zedaker.  Absent: Mr. Shovlin

Acceptance of Classified Resignation – Resolution #2019-205
	Mrs. Zedaker moved and Dr. Dinopoulos seconded with Mr. Riddle and Mr. Lavorini voting aye to accept the following classified resignation effective for the 2019-2020 school year.  Absent: Mr. Shovlin.
			Robin Brothers – Bus driver

Approval of Classified Personnel for 2019-2020 – Resolution #2019-206
	Dr. Dinopoulos moved and Mrs. Zedaker seconded with Mr. Riddle and Mr. Lavorini voting aye to approve the following classified personnel items.  Absent: Mr. Shovlin.

* Teresa Patton - Monitor at Union Elementary, increase in hours from three (3) to 3.75 hours daily.  
* Lori DeLisio - 8 hour Monitor position at PMS, increase in hours from six (6) to eight (8) hours daily.
* Debra Brothers – 3.75 hour Bus Driver
* Sebastian Ben Bruno (retire/rehire) – 3 hour Bus Driver
* Sandy Albrecht – 4 hour Monitor position at PSHS, increase in hours from three (3) to four (4) hours daily.

Approval of Recall of Classified Employee for 2019-2020 – Resolution #2019-207
	Dr. Dinopoulos moved and Mrs. Zedaker seconded with Mr. Riddle and Mr. Lavorini voting aye to recall the following classified employee, from Reduction in Force beginning the 2019-2020 school year.  Absent: Mr. Shovlin.

	Hannah Fabian – Monitor employee 2-hour position at Union Elementary

Approval of Youngstown State University Agreement for FY20 – Resolution #2019-208
	Dr. Dinopoulos moved and Mrs. Zedaker seconded with Mr. Riddle and Mr. Lavorini voting aye to approve the Master Sponsored Agreement between Poland Local School District and Youngstown State University for the 2019-2020 school year to provide counseling and related services support for students by providing one graduate assistant intern enrolled in the YSU school counselor program. Absent: Mr. Shovlin.



Approval of Non-Teaching Substitute for 2019-2020 School year – Resolution #2019-209
	Mrs. Zedaker moved and Mr. Riddle seconded with Dr. Dinopoulos and Mr. Lavorini voting aye to approve the following non-teaching personnel be placed on the approved substitute list for the 2019-2020 school year, substitute basis only, according to wage rate for the assignment designated; all required reports are on file. Absent:  Mr. Shovlin

		John Martin – Substitute Bus Driver

Approval of Contract with Duro-Last Roofing – Resolution #2019-210
	Dr. Dinopoulos moved and Mr. Riddle seconded with Mrs. Zedaker and Mr. Lavorini voting aye to approve the contract with Duro-Last for the re-roofing of Poland Middle School and to include scope of changes dated August 20. 2019. Absent: Mr. Shovlin.

Approval of Agreement with Ohio Association of Public School Employees (OAPSE) Local #360 – Resolution #2019-211
	Mrs. Zedaker moved and Dr. Dinopoulos seconded with Mr. Riddle and Mr. Lavorini voting aye to approve the Operating Agreement between the Poland Local School District and the Ohio Association of Public School Employees Local #360, effective September 1, 2019 through August 31, 2022.  Absent: Mr. Shovlin.
 
Informational Items
* Jill Murphy – Huntington Public Capital – Presented information on District refunding of existing debt lease purchase agreement.

	At 5:07 p.m. Dr. Dinopoulos moved and Mrs. Zedaker with Mr. Riddle and Mr. Lavorini signaling aye to enter into Executive Session regarding the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of an employee or the investigation of charges or complaints against an employee, official, licensee or student, unless the employee, official, licensee or student requests a public hearing.  Absent: Mr. Shovlin.

	At 6:52 p.m. Mr. Riddle moved and Mrs. Zedaker seconded with Dr. Dinopoulos and Mr. Lavorini voting aye to adjourn the meeting.  Absent:  Mr. Shovlin.
