Regular Meeting Poland Board of Education held March 25, 2019 The regular meeting of the Poland Board of Education was held on Monday, March 25, 2019 at 6:00 p.m. at the Poland Township Hall. President, Mr. Lavorini called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Approval of Minutes – Resolution #2019-65 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to approve the minutes of: Regular Board Meeting of February 25, 2019 Work Session Meeting of March 11, 2019 Acceptance of Treasurer’s Report – Resolution #2019-66 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to accept for audit the finance report for February 2019 as submitted by the Treasurer. Approval to Commend Staff and Students – Resolution #2019-67 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to commend the following staff and students for exceptional achievement and honors. This plan supports the goals and objectives of the Board adopted July 23, 2018 Strategic Plan. Acceptance of Donations – Resolution #2019-69 Mrs. Zedaker moved and Mr. Riddle seconded with all members present voting aye to accept the following donations from: Donation of $100.00 to Interact Club from Barbara Cooper Acceptance of Amounts and Rates for CY19 – Resolution #2019-70 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to accept the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor for the CY19. Approval of Fund 022 Balance Transfer – Resolution #2019-71 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve the transfer of the current balance of $40.00 from the 022 Athletic/tournament account for the winter 2018/19 athletic season into the Athletic Department Girls basketball account. Approval of CC+ Agreement with Youngstown State University – Resolution #2019-72 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to approve the College Credit Plus 2019-2020 Master Agreement with Youngstown State University and Poland Schools for students entering grades 7-12 to enroll in college-level courses on a full or part time basis to simultaneously earn credit toward high school graduation and a college degree or certificate pursuant to ORC 3365.02. Approve Policy Prohibiting Open Enrollment – Resolution #2019-73 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the Poland Local School District Open Enrollment Policy. The Board of Education Policy Prohibits the Enrollment of students from adjacent districts or other districts unless tuition is paid in accordance with Section 3317.08 of the Revised Code. Approval of Substitute Non-Teaching Personnel – Resolution #2019-74 Dr. Dinopoulos moved and Mr. Shovlin seconded with all members present voting aye to approve the following non-teaching personnel be placed on the approved substitute list for the 2018-2019 school year, substitute basis only, according to wage rate for the assignment designated; all required reports are on file: * Mary Carchedi – Substitute Custodial/Porter, Substitute Cafeteria; effective March 21, 2019 Approval of 2019 Summer School Tutors – Resolution #2019-75 Mr. Riddle move and Dr. Dinopoulos seconded with all members present voting aye to approve the following Summer School Tutors, summer of 2019, for extended school year services as identified in the individual child’s IEP at the rate of $19.00 per hour. * Lindsay Ignazio * Stephanie Vagas * Allison Anzevino Approval of Second and Final Reading – Policy #2271 CC+ - Resolution #2019-76 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to approve the second and final reading of the Board of Education policy update on Policy #2271 – College Credit Plus Program as submitted. The policy updates were completed using the services of NEOLA and will be available online. Approval of FY20 Agreement with Mahoning Valley Regional Council of Government – Resolution #2019-77 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to approve the 2019-2020 service agreement made by the Governing Board of the Mahoning Valley Regional Council of Government (“Council”) (MVRCOG) and Poland Local School District (District”) in providing services to provide Educational Aides for the district to meet the needs of students enrolled at the district. Approval of FY20 Agreement with Mahoning Valley Regional Council of Government – Resolution #2019-78 Mr. Shovlin moved and Dr. Dinopoulos seconded with Mrs. Zedaker and Mr. Lavorini voting aye to approve the 2019-2020 agreement with Mahoning Valley Regional Council of Governments (MVRCOG) to provide substitutes for certified staff through the MVRCOG’s partnership agreement with Rachel Wixey and Associates. Mr. Riddle abstained. Approval to Amend the 2019-2020 Poland School District Calendar – Resolution #2019-79 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to amend the 2019-2020 Poland School District Calendar as presented per resolution #2019 – 37. Approval of Tuition Student – Remainder of FY19 School Year – Resolution #2019-81 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to approve the application to enroll Kaili Gross, 11th grader, as a tuition paying student at Poland Seminary High School for the remainder of the 2018-2019 school year. Tuition is calculated by the Ohio Department of Education, ORC 3313.64 to be $8,430.84 per year for the Poland School District. (Calculated for one grade period at $2,107.71). Legislation – Mr. Riddle reported on the Ohio Legislative Conference he recently attended on March 19, 2019. At 7:26 p.m., Mrs. Zedaker moved and Mr. Shovlin seconded with all members signaling aye to enter into Executive Session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official.
