Regular Meeting Poland Board of Education held February 25, 2019 The regular meeting of the Poland Board of Education was held on Monday, February 25, 2019 at 6:00 p.m. at the Poland Township Hall. President, Mr. Lavorini called the meeting to order at 6:00 p.m. Pledge of Allegiance Members present for roll call and answering their names were Dr. Dinopoulos, Mr. Lavorini, Mr. Riddle, Mr. Shovlin and Mrs. Zedaker. Approval of Minutes – Resolution #2019-40 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to approve the minutes of: Organizational Meeting of January 14, 2019 Regular Board Meeting of January 14, 2019 Work Session Meeting of February 11, 2019 Acceptance of Treasurer’s Report – Resolution #2019-41 Mr. Shovlin moved and Dr. Dinopoulos seconded with all members present voting aye to accept for audit the finance report for January 2019 as submitted by the Treasurer. Recognition – Board of Education Members – Resolution #2019-42 Mrs. Zedaker moved and Mr. Shovlin seconded with all members present voting aye to recognize the Poland Board of Education Members. Approval to Amend Appropriations for FY19 – Resolution #2019-43 Dr. Dinopoulos moved and Mr. Riddle seconded with all members present voting aye to approve and authorize the Treasurer to amend the appropriations for FY19. Approval to Commend Staff and Students – Resolution #2019-44 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to commend the following staff and students for exceptional achievement and honors. PSHS On Saturday January 26, 2019 approximately 35 PSHS Instrumental Music students participated in the Ohio Music Education Association Solo & Ensemble Adjudicated Event held at Warren G. Harding high school. Out of 17 events entered, 14 earned a “Superior” rating, the highest rating possible. Congratulations to those students on this amazing accomplishment! Poland Interact Club: The following students were elected by their peers as officers of the newly formed club supported by the Poland Rotary: - Galena Lopuchovsky, President - Anthony Koulianos, Vice President - Aya Fazylova, Vice President - Maddie Wess, Secretary - Laurel Zarbaugh, Treasurer Student Broadcasters YSN (Your Sports Network): - Abby Crow - Kyle Koziel - Luke Lankitus - Galena Lopuchovsky - Ryan O’Kane - Joey Villani These students volunteered to broadcast PSHS Varsity basketball games this season through YSN, an online sports streaming service (contracted through the NE8 Conference). They have learned how to describe the action on the court during a live basketball broadcast, play commercial spots throughout the game, and operate the video camera. Next year we will be offering a Sports Broadcasting class at the high school to further develop these skills. This class will be open to students 9-12 and will cover Football, Basketball, Soccer, and some Volleyball games. Our broadcasts are averaging approximately 200 hits per game, or 300-400 views. PMS/McKINLEY Math Counts - Bruce Daley February 7th @ YSU Last Thursday, 14 of our Poland Middle School students traveled to compete in the Mahoning Valley Chapter of the MathCounts competition. Of the 19 schools that participated, our 4-person team consisting of Olivia Zura, Emily Beal, Owen Puhl and Luke Thomas placed 1st overall in the Team Round of the competition and we had three individual students (Luke Thomas, Matthew Matiste and Emily Beal) place in the top 16 in the Sprint Round with Luke Thomas placing 4th overall. The second reading will take place during the next regular meeting of the Board of Education. po2271 – College Credit Plus Program Approval of CC+ Agreement with Eastern Gateway – Resolution #2019-57 Mr. Shovlin moved and Mrs. Zedaker seconded with all members present voting aye to approve the Dual Credit Program Memorandum of Understanding with Eastern Gateway Community College and Poland Schools for students in high school to enroll in college-level courses on a full or part time basis to simultaneously earn credit toward high school graduation and a postsecondary degree or certificate. Acceptance of PSHS Interact Club Activity Fund – Resolution #2019-58 Dr. Dinopoulos moved and Mrs. Zedaker seconded with all members present voting aye to accept the purpose-policy statement for student activity funds for the 2018-2019 school year as submitted for the PSHS Interact Club. Approval of Speech and Debate Overnight Trip – Resolution #2019-59 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve an overnight field trip for the Poland Speech and Debate team for the OSDA Speech & Debate State Finales in Canton, Ohio. Dates are Thursday, February 28, 2019 returning Saturday, March 2, 2019. Cost per participant is $200.00 per student. Itinerary and list of chaperones are attached. The cost of the trip will be paid out of the team account through funding and fundraising. Any additional funds needed will be paid for by the student’s personally. Approval for Ohio Schools Council to Advertise and Receive Bids – Resolution #2019-60 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve a resolution with Ohio Schools Council Cooperative for the FY20 to advertise and receive bids for the purchase of conventional school bus chassis, bodies and other vehicles. WHEREAS, the Poland Local Schools Board of Education wishes to advertise and receive bids for the purchase of: * 1 – 2020 71 passenger conventional school bus * 2 – 2020’s 9 passenger vans THEREFORE, BE IT RESOLVED the Poland Schools Board of Education wishes to participate and authorizes the Ohio Schools Council to advertise and receive bids on behalf of said Board as per the specifications submitted for the cooperative purchase of: * 1 – 2020 71 passenger conventional school bus * 2 – 2020’s 9 passenger vans Approval of ACCESS Internet &Application Contracts for FY20 – Resolution #2019-61 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve the contracts between the Poland Schools and ACCESS for Internet Access and Application Services for FY20. Authorization to Close Poland Athletic Checking Account – Resolution #2019-62 Mrs. Zedaker moved and Dr. Dinopoulos seconded with all members present voting aye to close the Poland Local Athletic Account ending in xxx3010. RESOLVE that the Poland Local Athletic Account Number ending in xxx3010 with Farmer’s National Bank, Poland, Ohio, be closed in the amount, if any, lying in the said account be returned to the Poland Local School District by way of Bankers’ check or transfer to other account in the same name of the Poland Local Schools. RESOLVED further that Janet Muntean, Treasurer of the Poland Local Schools be authorized to do all such acts and sign all such documents as may be required in connection with the closure of the said Account. Approval of Contract with Constellation NewEnergy-Gas Division – Resolution #2019-63 Mr. Riddle moved and Dr. Dinopoulos seconded with all members present voting aye to approve a 24 month, fixed rate, contract be entered into with Constellation NewEnergy – Gas Division LLC. beginning April 1, 2019 as the Poland Local School District natural gas supplier. Information Items Superintendent Janofa shared a letter from 33rd District, New State Senator, Michael Rulli. Reports/Presentations Foundation – Mrs. Zedaker reported three (3) new members were welcomed to the Poland Schools Foundation for Educational Excellence Board. They are Carla Bobby, Attorney Day, and Julie Little. Legislation – Mr. Riddle reported FY20 will be the first year of the new biennial budget. Mr. Riddle explained he will be attending the Ohio Legislative Conference on March 19 and has meetings already scheduled with both House and Senate representatives. He also gave brief legislative reports on the following: - HB62 – State Transportation Budget; specifically fuel tax refunds - HB22 – Study of all school facilities accessibility, air conditioning, safety and other amenities. - HB23 – International Students - HB43 – Eliminates the right of first refusal for Charter and Stem Schools when acquiring school district property. - SB16 – Instruction to students in proper interactions with peace officers. - SB26 – Deduction of out-of-pocket expenses for teachers from state income taxes.
