TOWN OF WEST HARTFORD WEST HARTFORD HISTORIC DISTRICT COMMISSION MEETING MINUTES 5:00 P.M., Monday July 27, 2020 West Hartford Virtual Meeting Regular Meeting: Present: Full Commissioners: J. Harris, M. Lewis, M. Margolis and A. Tarutin. Alternate Commissioner: P. Howard. Chair Commissioner M. Margolis called the meeting to order at 5:01 P.M. 1. New Business- a. Mike Barlow and Paige Kenausis, owners of 1605 Boulevard, came before the West Hartford Historic District Commission (WHHDC) to present their Certificate of Appropriateness (COA) for a replacement and new backyard fence. The fence to be of pressure treated wood in diagonal lattice with top and bottom rails is to be 4 feet tall along the back and 3 1/2 feet tall along the side and front. There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Tarutin seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. b. Chris Kelleher, owner of 182 Raymond, came before the WHHDC to discuss his COA to replace rotten wooden porch posts and repair and reglaze attic windows. There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Lewis seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. c. Leon Ho and Sarah Nguyen, owners of 1631 Boulevard, came before the WHHDC to discuss their 5 COAs: i) Relevel the badly sunken front flagstone walkway- There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Tarutin seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. ii) Restore existing wooden windows or replace those unable to be restored in custom wood- There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Harris seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. iii) Rehab/repair front porch including damaged roof, moulding, railings and columns- There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Howard seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. iv) Replace roof with same- There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Lewis seconded the motion. The WHHDC voted unanimously to approve the COA and Chair Margolis will inform the Building Department at the next earliest convenience. v) Driveway replacement in same footprint plus a new turnaround by the garage- There were no designs provided to address questions as to the new turnaround. There was no public comment. Chair Margolis motioned to accept the COA and Commissioner Harris seconded the motion. The WHHDC split the vote, 3-2 to decline the driveway COA. Chair Margolis recommended a new COA be submitted that included designs and plans especially as concerns the new turnaround. d. Joel Rottman, owner of 540 New Park Avenue, submitted a Waiver of Delay of Demolition (WDOD) to the WHHDC to waive the 90 day demolition for the early 1900s (50+ year old and 500+ sq ft building) which was the old Acme Auto Supply brick warehouse located across the street from Jo-Di's. The WDOD is in support of new development plans for 52 new residential units and 1,500 sq ft of new commercial space. The Connecticut State Historic Preservation Office was asked for their opionion and after looking into this, could find no historical significance with the building. There was no public comment. Chair Margolis motioned to vote on the WDOD and Commissioner Tarutin seconded the motion. The WHHDC voted unanimously to approve the WDOD and Chair Margolis will inform the Building Department at the next earliest convenience. 2. Meeting Minutes- Motion to approve the West Hartford Historic District Commission Virtual Regular Meeting Minutes for June 22nd 2020 as corrected was made and seconded. The WHHDC voted unanimously to approve the meeting minutes as corrected. 3. Commissioners' Concerns- Commissioner Cohen via Chair Margolis informed the WHHDC that the owners of 12 Grove Street had expressed interest in taking an 1800s era building to expand their parking lot. This appication has since been rescrinded but the WHHDC will keep a watchful eye out as the buiding is quite beautiful. Motion to adjourn the meeting was made and seconded.
